I have an Isreali mauser that shot like that too, even with good bullets.
So I thought about it for a while and then thought about deep hole drilling. It's impossible to drill a hole undersize, just over size.
So algebra kicks in... If a rifle shoots that bad, the bore must be over size. The traditional advice in this case is to replace the barrel with a better tighter barrel.... right.
Well there is another option that will surely make many of you shriek with fear.
Just shoot larger bullets.
So I go to my loading bench and seat some bullets into my 308 case that are for a 7.62x39 which are actually 0.3105 in diameter, so 0.0025 over size.
So guess what? With these bullets my old Iseali Mauser shoots 1 inch groups with no signs of pressure.
I also have a Nork that shoots about as bad as the OP and next trip to the range I will be running my Mauser load. It cant be any worse.... if I live.
