Not all have either "made in china" or Chinese characters. Some arsenals just didn't put the characters on the military issued guns.

Well, yes and no. I've seen some military rifles with no markings, but any consumer products imported to north America are required to be marked with country of origin. Chinese consumer rifles were stamped to meet import regulations.

I have both, military and commercial. THe commercial , made for consumer rifle will say "made in China" in English on the receiver, the military will have chinese lettering.

I don't believe that. Some have the Chinese, some don't.
Check out the faq, early factory 26 didn't even have the chinese characters.

Right. I'm just saying the military versions, even the late ones, don't always have the Chinese characters on the side.

Military Chinese SKS that made their way to the US were marked "made in china". Some then found their way to Canada. I gave one myself, complete with Publuc Security stamp on the fight side. It's pictured in the sticky. Most certainly is not "commercial".

Same factories. Same machines. Most likely the same employees as well. When the military no longer required sks rifles, they got into the "made for consumer rifle" business. They didn't make new factories for the North American market. I also strongly suspect they used stock piles of parts that were built up over the years before punching out new ones for the new found rifle market.

Mine is from the same factory as the OP's, non referb, appears to have a chrome chamber and barrel (not pinned). Comparing this with my Russian and there are lots of differences.

Bolt carrier refined / different and lightened

Extractor refined / different , retention / different
Trigger group refined / different
Gas block refined / different
Rear op-rod block - rear sight base / different less barrel contact
Shorter barrel lug
etc....
