Not sure if this helps you guys but my Ontario to Manitoba purchase was done Aug 20. Transfer started Aug 22. My registration was issued sept 1 and just received the certificate today. The gun shop had no idea so I had to send them the proof and they will send out the gun. Seems like places are not being notified for some reason! So be prepared to send info to them. I also did not get an email for the transfer. So keep an eye out on your mail. Good luck everyone

Realistically, you are doing what the CFO should be doing, and they should be paying you accordingly. The government works for us, and this is another great example of someone doing their job better than they are able.

On the other hand, it's so unfortunate that as a large community that our CFO is meant to serve, we live with this mess merely acquiescing to the situation where trivial paperwork now suddenly takes a year, with no clear public explanation from them as to what their plan is to deal with this all, the dates and timelines and all. And all this is with a (supposedly) conservative government in the province! Shouldn't we act on it and at least get a public petition going? It's not my forte to write these, but if we sit here quiet and wait, meekly watching for the stars to align, who else will care, really?
Your first mistake is thinking that the CFO is "meant to serve" gun owners. I've already spoken to my MPP about the delays and sent an email to the Office of the Premier and would encourage everyone waiting to do the same.

Sending a letter to Doug Ford is going to have the exact same result as sending one to Rob Ford.
That's my experience wrt complaining to Doug about unreasonable processing times for these transfers.
I did get a response from the Premier's Office. Canned response for sure but if enough people contact his office and their local MPPs it may have a positive result and is a better use of time than complaining online.
I read somewhere that it was anticipated it would be passed by the first week in October, but to me that seems unlikely right now but i am not 100% familiar with the speed of regulation and committees. The link Wolf posted shows it to be still in consideration by the Standing Committee on Public Safety and National Security. Once it passes committee then it will get third reading and if passed go to the senate for first second and third reading there before it is given royal assent and passed into law.
Any of these stages can go on for hours, days or weeks, so we shall see. Hopefully there are some reasonable argument being made regarding the fail ability and unthought out possible scenarios of the handgun transfer freeze. I hate to see the actual sale of handguns stop, but I am at minimum hoping to see at least a change allowing the transfer of handguns between licenced users.
As far as the freeze and what happens to transfers already started, it seems case law and also a statement within the regulation allows for transfers assigned a number and currently in motion to be fulfilled.
