the Feds are on record saying that any transfer initiated prior to the ban taking effect would be processed. Given their track record, its hard to say what will happen but I believe it is written into the Bill as well.
Weird, the CFO in ON just approved the transfer for Ref# 59516** bought on June 22nd, transfer started June 24th...

The OIC was amended before enacted to allow transfers submitted up to the day prior to enactment to proceed. Additionally, case law dating back to the 70's reflects this.
Plus, look at it practically: If they were gonna stop they would have stopped by now. Why continue processing for a few weeks and then stop?
By contract, the sale has happened, the deal is done. You actually now own the item. The procedure to change the registration number that is assigned to the current business, into your name is the only thing that is delayed (and really only long delayed in certain parts of the country like "open for business" Onterrible). Not unlike buying a car, you just need the plates changed to your name.
It would not be impossible but highly improbable that a government would want to take on that level of pending law suits, especially when the process was simply one the was politically motivated.
Focussing in on the process, would have exposed the myth that they we are actually making a difference to public safety.
Definitely not in order...
