We are being served 2nd hand information. I don't see anything controversial in Nick's statement regarding Canadians, but then again it is based on Nick's understanding of situation and we have no idea what information he been presented with.
At very least an USA resident and current USPSA member does not require IPSC membership to shoot IPSC. But it is Nick's power and judgement to require said USPSA member to pass BB course, e.g. to get familiar with IPSC rules and all. However BB course price is structured to include course fee, instructor's fee, range fee, as well as IPSC membership in corresponding section. Do you see where I'm going with that?
Anyhow, from very beginning it looked that for bsand is is more about the money than about shooting. His mumbling about magazines has nothing to do with BB course, it is about being compliant with Canadian laws. It is his choice to comply at whatever cost or don't comply and shoot in US instead.
I realize the whole magazine debate is nonsense - you use what appropriate and legal based on where you are.
I think bsand's original question was valid. It can concern other Canadians that are US residents. USPSA members are members of IPSC.
I know how the fees are structured. I am a graduate of Dr Dave's BB course from BRRC/Wentworth. I was also a NROI Canada RO from 2005-2012
I believe there is a Canadian currently living in Kentucky(?). He's from Ontario. He's a USPSA member and was an IPSC Ontario member that shot regularly in Windsor & Michigan. As a US resident he can no longer be an IPSC Ontario(Canada) member. As per IPSC rules you must be a member in your country of residence. (unless you live outside of the US and want to be a member of USPSA as well as your home country) If he plans on visiting Ontario can he shoot IPSC there? Does he need to take the BB course. Is this an IPSC rule? a Canadian rule? an Ontario rule? Nick's statement specified 'Canadians' but maybe he should have said residents of Canada must take the BB course.

But why do you want to guess why Nick said what he said? You don't know what he been told and it been already established, it is between him and bsand. The latter can also contact Canada RD directly in regards to regional membership, as section not supposed to force IPSC member from another region to pay for the membership (that is not too hard to figure out). But since bsand already declared that he doesn't want to shoot in Canada this all is a moot point.
What about all the destruction to the mags you whined about?
