Value advice needed re 28" barrel for Mossberg 500

$75 would be the right price, yes.

Let's do the math. Cabela's has a Mossberg with 2 barrels 1 28" fixed modified (like yours) and an 181/2" plain for $299.00. You can get a model 500 with a 28" and accuchoke replaceable chokes ( full, modified and imp cyl) for 319.99. A 28" barrel with vent rib barrel, ported and a choke set sells at Cabellas for $189.99. That tells me the receiver is worth $130 retail. If I can buy a 500 with 2 barrels for $299 minus $130 for the receiver it leaves me with $169 for 2 barrels. The replacement barrel with chokes is $189.99 therefore your fixed choke barrel is considerably less than $100. If a plain 18 1/2" and a 28" vent rib fixed choke are worth $169 retail I would say if you get $75 you would be doing well as it is still used as it has left the dealer's place of business just like a vehicle.

If it has a fixed choke, drop it to about half. If it has interchangeable chokes, then $170 shipped is a good starting point.
