Contact Elwood Epps in ON, or Bits of Pieces in BC, I've had rebarreling done by both. Both are slow at the work as well as communication. But both have done excellent jobs with nice blued barrels.
Regarding paperwork, the original 12.6 owner has to send (sell/transfer)them to the gunsmith who will then complete the work, re-register as restricted and then transfer to you. That's how it worked for me.
Good luck.

Why wouldn't it just require sending pistol to the 'smith, have work done, verified, & paperwork for re-register sent into CFC?

NAA.

The owner of the gun has to do the paper work, the poster is not 12-6 so he can't do it, the gun can be sent to the gunsmith and he does the work and verifies it, can he do the transfer?
Don't think so.

If I recall, not all smiths can work on prohibs. If the gun is already a .380, then just the barrel needs done. If he is converting a .32 to a .380, then more work is involved.

In my case both 12.6 were bought from stores, so I did not deal with the owner ( both were consignment). The store sent the gun to the gunsmith, the work was done, re-registered and then the transfer was done. I picked up the one from Elwood Epps in person and the other one was mailed to me.

32 cal to 380 is not reliable. The bolt face(slide face?) has to be opened up and that could impact the extractor channel if anything is out of spec with the gun or the machinist slips.

I used to own a Walther PP that was an ex .32 cal 12.6 converted to .380. The barrel was made from a Browning 1922 barrel in .380acp. I can't remember if the mag was a replacement (for .380) or original .32 but that thing ran like a top.

Good luck with that, not sure if CFC drones will re-register between classifications. After 10 months and still waiting, I gave up.

How long ago was that and how long did the re-registering take? Thanks.

Both were approx 6 months. One in 2016 and one in 2017
Edit: 6 months for the complete work, re-registering and transfer.

The barrel sticks out so far on a ppk, I would have it threaded and put on a fake can a la James Bond just so it doesn't look so ridiculous
