.270 Win. is a great caliber, good on anything right up to moose.
.270 WSM is just more of a good thing, with a little more recoil.
As for rifles...
First, I personally wouldn't head out hunting with any scope that comes in some kind of value priced "combo package". You can pretty much bet the farm that they're going to be junk.
If you can stretch a bit, best bang for the bucks out there would be...
Tikka T3, and top it with a Bushnell 3200 Elite 3x9x40 scope.
A tad bit more dough, but you'll have a rifle for life, and that will shoot the lights out with the best of 'em. I've owned a number of Elite 3000/3200 scopes, darn good optics and quality for a very reasonable price.

There's probably some really good deals on Burris Fullfield II 3x9x40 scopes to be had, which also are pretty decent. There's a promotion on, I believe, where they're giving these away with Sako A7 purchases. Might scoop up a deal on one from someone who bought the gun, but doesn't need the scope.
