Magazines are restricted or unrestricted in capacity based on the firearm they are designed or manufactured for us in.
If a new mag is designed and manufactured for use in a pump action firearm, there is no capacity limit. If that mag also happens to fit the AR-15 etc, it's still a mag for a pump action firearm.
