I have owned 6 over the years and all shot under 2 MOA out of the box. I am confident in assuming your experience with the new series rifles is pretty much zero.
What non-restricted sub $1000 black rifle do you recommend?

For years i had a XCR-M in my safe, i did not sell it because i was scare my trader rating would go down, i am just keeping it in memory of a big error i made... JP.

$1000 doesn't get you much in the way of a black rifle in Canada. Avoid the Kel-Tec crap. If delaying the purchase and saving longer isn't an option, I'd hunt around for a good used Mini-14 or even a Norinco Type-97 that has been proven reliable. There are a couple of "tactical" aftermarket stock options for the Ruger that aren't totally terrible. Accuracy is nowhere near benchrest quality, but plenty good enough for shooting steel and the occasional coyote.
Forget tarting up an SKS. You can spend a small fortune essentially putting lipstick on a proverbial pig and still be no further ahead. You'd be better off searching for a Yugo M59/66 with the grenade launcher sight and keeping it stock or SKS-D. The latter are criminally overpriced, but they offer the option of using actual AK mags without the silly duckbill setup so many Tapco fans seem to favour.

I have tried 4 different brand mags. Sent it back to the NS twice. And it still is a horrific piece of ####. The magazine that came with the rifle wouldnt even work.
Strange that NS couldn't change out the catch. They have done everything else up to and including the gas port.
Where would I source a USGI mag catch from?
I got one and it working very well. It all about the magazine if they seat too low

The XCR is a fine rifle , it does what it have been designed for , it not a sub moa rifle .Many of us here got a XCR rifle with many K of round down the pipe and they still work with no or little parts breakage . Aint that you that bough one time an expensive AR in the 3k+ range and that out of the box wouldn't work ? from what you say i hope you still got that rifle ....

and the only non-restricted, semi-automatic "black rifle" at that price point. $1000 isn't going to buy you much in the way of selection.
OP: if a .223/5.56 semi-auto rifle is what you're looking for, I'd say get a Mini-14. It's in the price range you're looking at. You can add a "tactical" stock to it later. It's fine for plinking. It wasn't meant to be a precision benchrest rifle so don't judge it by that standard.
I had one as my first rifle. Bought it from Al Flaherty's way back for $800. Added a falcon folding stock a year later. Had it for 10 years and loved it. Sold it when I got into AR's and M305's
