DD used to be a very solid bet but their QC has had some issues over the past year or two. Probably not a deal breaker...but when you can get the A-grade for the same (or less)...why not?

Red Dots for me are all Aimpoint. I have used others. The Shield CQB stuff is good, but the Aimpoint is more of a known quantity IMO. The Eotechs are in a different time zone for reliability. I would just go with an Aimpoint.

For low-powered variable scopes there's a bunch of options but they get out of your price range pretty fast and if this is primarily CQB...I think the red dots are better. My general purpose gun sports a variable.

For lights, I just mount Surefire X300 Ultras in front of the front sight.

For BIUS there's a ton of decent options. If you have an Aimpoint you'll probably never need them. I have most frequently used Troy sights but I'd be equally happy with DD, Magpul, KAC, any quality brand. I have the Surefire RTS on my GP gun.

For slings I like Vickers, but there's a couple of other ones I like. The Proctor is good. I also like the Sheriff of Baghdad sling. They don't get any press up here but they're both good options. The Vickers will be easier to find....

Given the context that the OP has posted within, I would suggest a mid-range brand with lots of "time-in" as being trusted and respected duty guns. No boutique, no customs...personally I use a Stag. But makes like DD, Colt, BCM, Bushy, S&W, LMT, CMMG are all part of the good.

1. Stag 14.5" barrel
2. Aimpoint PRO (because for cqb/sbr you won't need magnified)
3. BFG Vickers sling
4. 5-6x good quality mags
5. Rails
6. Surefire or Fenix WML
7. Troy BUIS

IMHO, the above are requirements. Everything else is just comfort and preference.
That's what I use/have per OP's generic question.

I do carry a rifle for work on occasion for those SHTF situations, it's pretty much the same setup, except its a PDW-length upper.

In expanded terms it means there are many guys on here with far great knowledge and experience than you.

Continuing to behave the way you are will either lead to banning or severe embarrassment (like researching what you've posted).

Cut me some slack I've been on track this whole Frakkin time... And here's how you "get back on it":

Seems to me most of us agree that an Aimpoint is really hard to beat for that use, but they will eventually run out of battery still and once they do they are utterly useless at x1 with no reticle... so here's a question for you guys, anything else than an ACOG or an ELCAN has some kind of etched reticle that will still work without either tritium, fibre or battery?

I run a Trijicon t33a , it runs on both tritium and fiber optic. They are as rugged as they get and the glass is exceptional ! Quality kit.

Ok, well my "SHTF" gun if you will would probably be my Daniel Defense M4v5. I have on it-
Magpul STR stock, gives a nice cheek weld and can store a few extra batteries, and is strong, solid stock. Personal preference, I also really like the SOPMOD stock and CTR stock.
A Surefire M600 scout light
BCM Gunfighter charging handle
MS4 sling
Daniel Defense vertical grip
Currently has magpul back-up sights, but I plan to replace them with a fixed front sight and likely a Troy rear folding sight.
For the optic I switch between my Eotech 512 and Aimpoint PRO, for a real SHTF I'd take the Aimpoint for the battery life.
I also like the Magpul XTM rail covers, they provide a pretty good heat shield. When you start popping of rounds in rapid succession that quad rail heats up fast, especially if you don't happen to have any gloves.
I like the 16" barrel since it's still fairly compact and well balanced, handles really well, and you don't lose a ton of velocity. If you're more set on CQB and really want an SBR, just substitute the M4v5 for the DD Mk18.

Another rifle I really like for this that isn't an AR, is my Tavor. Barrel length of a rifle, handling/compactness of an SBR, and still uses AR mags. Just add an Aimpoint, good sling, and Surefire. Has iron sights built in already. Might be a little over your 3k budget though..

Handle a bare bones C8 (or your choice of equivalent civilian AR15) with a 14.5" pencil barrel and iron sights.
You wouldn't believe how light and easy to handle it is. Try the lightest, easiest to handle configuration that ever was, then decide how much useless junk/weight you want to add to it.
It won't be much Sir.

These are my current shorter barreled set ups, they're both still a work in progress even though I could leave both as is and be more than happy with their performance, if you're looking for something as a bit of a point of reference. The M4A1 is a bit pricey starting out, but the MK18 with some stuff on it can easily be kept under your budget.

I'm waiting for a black B5 Sopmod stock and Tango Down BG17 grip for the 14.5", Surefire Scout lights or Inforce WML's for both (still undecided, using TLR-1s's atm), Geissele Tricon or SD3G for the MK18 (already using the Tricon in the M4A1 and a SDE on my 16", not sure which I'll go with yet), replacing both slings with Ares Armor or Frank Proctor ones if I can get my hands on them. I'll be replacing the Hensoldt RSA on the MK18 eventually with either an Elcan 1-4, Eotech XPS3, or Aimpoint T2/T1, and installing ambi safety selectors eventually, possibly with ambi charging handles. Still debating whether to stick with the DD birdcage style flash hider or go with something else (FSC556, M4SD w/ Blast Shield...) on the MK18 as well. A TD QD stubby grip may find its way onto both at some point too. I'd love to grab a DBAL or some other type of laser designator just for ####s and giggles one day but who knows they're pretty pricey if you don't need it.

Lots of options for an awesome setup, have fun finding what works for you and what you prefer, it's like Lego's or Barbies for grown ups
 
I've got a 7.5" AR that can put rounds onto 8" by 8" steel plates all day at 50m with Norc ammo, but that is about as far is I'd push those rounds out of that barrel. That being said, build on a good 16" platform, DD would be where I put my money if I were to build another AR. For sights I use a Bushnell TRS-25. It's cheaper than an Aimpoint, has exceptional battery life, and with a high mount it works with the BUIS perfectly. Cool thing about AR's is you can switch out the upper in seconds, so you can have a 10.5" and an 18.5" upper and keep the single lower.
