Nothing wrong with a 700. Most of them shoot fine out of the box and they have by far the most available accessories available, most common inlet, etc. As your skills and experience with the platform grow, you'll be able to try different chassis/stocks, triggers, etc and figure out exactly what you like. If/when you shoot out the barrel (or just want a different caliber) you can get it re-barrelled.

Same advice I pass on to all my PR (Sniper Match) clients/ shooters/competitors. Start at this modest level and grow your game. Learn and progress. Develop your: skills, loads, experience, wind reading ability, shooting fundamentals with the factory barrel. Learn to reload along the journey.
Ensure you don’t label that rifle platform as the destination…. That usually never ends well. Just ask the Meaford Long Range Steel Challenge shooters who turn up at Base Meaford (I’m the Reception Volunteer) and they have never shot any of the NSCC or DCRA or PRA (National Service Conditions Championship, Dominion of Canada Rifle Association, Provincial Rifle Association) matches at known distance (KD) ranges under structured matches/stress/intensity.
Ringing steel in some random cut line and unknown distances is undoubtedly fun, but your experience set will be sorely lacking when you arrive at your squadding area and my shooting station called, “Tank Trap.” In Meaford, ON MLRSC.
Learn, grow, develop, progress your own self along with the cheaper M700 SPS line. Then as time goes by, grow your platform and ammunition repertoire.
My matches are full of anecdotal funny stories …. Don’t be THAT guy!
