I believe you're right. I can see it being useful for corners and "T" corridors/intersections, where the muzzle covers one end while the operator can keep a visual on the opposite corridor while still under cover.
There are mirror "kits" around (with picitanny mounts) that allow you to use AR mounted Aimpoints, EO techs, etc, to shoot around corners while only exposing the rifle. But this doesn't look like one of them--especially in the absence of a dot sight in the photo.
