I doubt any of it directly relates to the Obama admin. The exchange rate has gone from pretty much at par a few years ago to about $1.38 but the causes for that are probably more complex than just the administration.
Dominion (CIL) used to make brass cases and indeed ammo, and I think IVI still does (someone may correct me on that) but any IVI is likely military stuff. We do often find used .303 British IVI brass. Also, there is theoretically a Canadian importer/rep. for Prvi Partizan which brings in the ammo (?) but apparently we have to get the brass from the US! Bloody ridiculous because it's decent stuff and not American-made, so would be outside of ITAR control.
We have a good importer for Lapua, but it's pricey stuff anyway

Bringing brass back from the US is a NO-NO, just like bullets, primers & powder. We can bring it in under
Canadian law, but thanks to ITAR, YOU guys won't let it out of the US w/o the proper export permits! The blame for that I believe was our previous Liberal gov't. under Jean Chrétien. As I understand it, we were asked if we wanted to be exempted from a lot of this stuff and some haplophobe idiot convinced us to say, "No." We can bring back relaoding equipment like dies and presses (as long as they're not the big commercial machines, but none of us can afford $20k+ for those anyway unless we're in the business.) I think
the relevant info is here, but it's in gub'ment-speak and therefore peversely dense and impenetrable to us plebs.
OTOH, we can legally own shotguns with v. short barrels and likewise "Mares leg" rifles w. 12" barrels without special permits, whereas I believe you folks have to pay the $200 Federal Transfer Tax. But at least, that tax allows you to own suppressors etc., which are totally prohibited here (Criminals seem to be exempted, of course.)

YOU folks were hoarding all the components a few years ago, buying entire skids of .223, 9mm etc. for fear it would all be taken away from you. Apparently a local guy out here who has a commercial ammo manufacturing licence was getting requests from the US for ammo! Not allowed to export, of course.)
