which semi auto cycles cheap 2 3/4 best

Stick with 2.75" chambers. The longer chambered guns don't function near as well with the lighter loads.
Chamber length doesn't matter as much as action type. Most modern gas-operated shotguns will operate with light loads. Recoil operated guns more often require more powerful shells to operate as reliably. My Beretta 391 with a 3" chambers will function with very light loads that would not work in a 2-3/4" chambered Browning Auto 5.

Basically, stay away from water fowlers with 3 1/2 " chambers. The heavier guns are designed to shoot magnum loads and won't work with light stuff. otherwize you'll hammer your action.
Some guns have reversible pistons or adjustable gas systems for different loads.

Why won't you look for a sporting semi..Maxus sporting..silver sporting or even the Sx3 sporting and
try not to buy cheap ammo, they leave powder residu a lot more than quality shells and won't give a
good patern either.Rem.gun club and Challenger handicap are our favorite at our club.
