Contact the CFO to see what is required for a range. You will likely need to bulldoze up a berm. I think it has to be a certain number of degrees above the horizon depending on what's behind it. The perimeter must be fenced, a flag and flagpole to indicate when the range is hot. Insurance rates I think are around $300 per year per each range on the property. So if you could find a few others to help pay insurance, it wouldn't be so bad. A friend of mine just outside of Rosetown has a certified range on his private property.
You could call Canada Firearms, and have one of the ever so helpful front line phone answerers direct your call to the Saskatchewan CFO. You might have to leave a message or two, but they do get back to you in not bad time. Feel free to PM me and I'll try to help you any way I can.

An AR 15 is a restricted firearm and can only be discharged at an approved range. That is the law.
Smokechecker, i might suggest you review the rules of CGN in rgards to discussions of illegal activities lest one of the mods censure or ban you. Admitting to commission of criminal acts (yeah, I know...) goes against the pursuit of legal and responsible firearms ownership for which CGN stands.
Lets not forget that many rifles are disqualified for various hunting because of their low power bullets. Many provinces have simplified it to a minimum bore diameter.
Don't forget the scary factor.
Anyway, good luck seting up a range. I can think of nothing handier for any gun crank.

Hi ya'll. I have lived in BC city's all my life and as chance would have it I ended up in rural Sask. I always wanted to shoot and hunt but Vancouver and Kelowna are not what you would call conducive to guns and hunting. Mostly cause I was too busy working trying to pay for a home I could not afford. Anywho I have a few long guns now and am enjoying learning about setting up scopes, hunting varmints at the moment (game season is a bit away) and trying to get 3 rounds sub m.o.a. Its kinda like my golf game, 6 or 9 shots of brilliance, mixed with horrifically long periods of utter brutality. At least here in Sask. I can shoot in my own yard.
As for the title , most city folks, me included, had no idea about the restricted being put on what is a fine concept in hunting rifles.
