Reliable.
Accuracy around 1-2 MOA.
Ability to take as many DPMS standard 308 parts as possible. Barrels, bolts, handguards/freefloat tubes.
Xcr-M/SR25 mags.
Decent weight without sacrificing accuracy/reliability.
Rifle length gas system. Most people are going to run this NR and running a rifle length system will give people the most choice for aftermarket NR barrels.

If the rifle were designed and manufactured to use AICS pattern magazines, would that make all AICS pattern magazines subject to 5 round limit?
Look what happened with the Ruger 10/22 magazine.
... But AICS are "designed and manufactured" for bolt action rifles, not for semi-auto. That's clear, as there is clealy not a single semi-auto available that uses AICS pattern magazines..

You were on a roll until you said DI. I would only be down for this if it brought costs down significantly which I doubt it will.

POF Revolution is a 7.3 lb AR15 hybrid chambered in 308, there is no reason why a NR hybrid of wolverines current 223 offering can't be made to fire 308 without going to the larger AR10 size and weight.FWIW it's hard to get a AR-esque 308 under a real world 8.0 lbs dry

And also, guideline or not, a business cannot reasonably sell a firearm to a consumer without a classification. If they sold them all as NR, and they came back as restricted or worse, they would be in a pile of trouble.
