Some of the ideas listed here are not what I would suggest:
a) ammo - too much hassle re PAL, etc
b) reloading stuff - we don't know if he's into reloading, it's pricey to get the whole thing, if you only get bits, they are useless until you get the whole thing, bad idea
c) night sights - they don't really add any usefullness to the gun, they are more of a nifty, cutsie thing to run around in a dark basement with. If you've got everything already, sure, but not at the start when you are just starting to get into guns/shooting. There are a LOT of good, basic things which actually add to the functionality.
d) more mags - a nice idea, BUT again, having 4 mags instead of 2 doesn't really make any difference, does it? It might for ipsc, but then again there are other things which you can get which would also help with ipsc/idpa which are fun and add new ability to his gun play immediately, not just after joining ipsc (see below).
What I would recommend is this (this is based on the assumption that he wants to get into action shooting with that gun):
1) good shooting belt - CR Speed is, in my experience, the best.
2) magazine pouches - CR Speed Versas are great

Or a nice Dropped-and-Offset-Holster (DOH), from

I would NOT (!!!!) recommend a speed/race holster, they are only useful once you get really good, and only in a small percentage of stages. Good mag pouches, good DOH holster, and a good belt are faar more valuable, more affortable, and you don't need any licences/etc to get them or gunsmithing to get them used/installed.
So, are you going to be shooting with him? Remember, IPSC Production division is there all the new action is, hehe, with lots of other girls/Ladies...
