I think the Milsurp forum may be a good place to start a discussion thread on Vietnam, do so and I may participate in the discussion but in this thread and forum I will be sticking to the 81 and related subject matter.

Someone likely has, but if so, they haven't posted pics yet. You can definitely put an AK rail on the side, but you have to mount it higher than on the AK because of the receiver fold, so if you use the mount for the AK rails, your optics would be way too high.

Likely a custom solution is needed, or something could get imported from China.
