Depends on what's important. I'd choose the Weatherby based on price and accuracy guarantee, don't see much point in spending a lot of money on a rifle that's going to be outgrown (the Weatherby also comes with a larger full-size stock you can swap out later). If it's for a smaller stature shooter, then one of the prettier options might be a better choice (the Browning will be a lot prettier but also most expensive).

I own or have owned full size variants of those guns and my Vanguard and A-bolt were both more accurate than my two M77's (both Mk. II's).

The Remington 700 youth comes with stock spacers to be added as needed.

I bought one in 7-08 and the recoil with factory 140g is very, very, snappy due to the light weight and short 20" bbl

I would never give it to a youth as a first rifle with factory loads, way to much recoil.

All the rifles that the OP mentions have 20" bbls except the Ruger with 16.5".

Maybe a full size rifle with the stock cut shorter might be a better idea.

Yes, this is what I was getting at, the small light stock with the short bbls have to much recoil and it is way to snappy for a kid in 7-08.

I would look to hand loading some light loads or buy a 243 instead and be done with it. Wish I had just gotten the 243.

I bought a savage .243 youth package for my boys (age 13 when bought). Works great. The scope is good enough for them to use and crappy enough that I don't worry about them damaging it while out hunting! The package was under $500 two years ago. Not sure now what they are now.

I had this same issue with my nephew who just turned 15. I picked him up a 30.06 carbine just as my Father did for me when I was that age. The Nephew's Father felt it would be too much gun, until we fired off some 125gr loads that I packed at home. Point is: a Youth now, but an adult soon and will have no problem with normal rifle cartridges in a short time. Find a rifle that can do all well into adulthood and all hunting without have something underpowered or having to change rifles in a few short years.
