Perhaps, but they are easily reinforced with some steel and a decent welder. There are also companies out there that make custom shipping containers for whatever the heck you want, generally sold for storage purposes but if you wanna pay for it, they'll make you whatever you want. Even install it on site, so if you drew up plans for something that was 2 containers wide, and two containers long, you could easily have it all welded up into one single "room" with support pillars and beams where necessary.
Assuming you have the money to build it and meet the CFO requirements, municipal zoning might be a huge issue. Make sure you look into that before spending a single dime on anything else.
