Shorten PAL Approval Times

Just got my card in the mail!

Final summary:

June 25/26: Took course
July 11: Arrived in Miramichi
August 8: Issued
August 23: Arrived in mailbox

28 days to process (woo!)
43 days from arriving in Miramichi to card in hand.
59 days from start of course to card in hand.

CRFSC Class - 27th June 2016
Received CFSC result - 11th July 2016
Received CRFSC result - 13th July 2016
Sent paperwork - 13th July 2016
Application received - July 15th 2016.
Initial processing completed ~ 3rd of August 2016
Mandatory 28th day passed, no result - 12th August 2016
Application processed & licence issued - 25th August 2016
Received by mail ~ 01 September 2016

Total: 41 day for the approval

Sweet, so you passed your classes a month after they had received my application in Miramichi and I still haven't gotten past the initial processing completed. I love the Quebec CFO. Im at 101 days. Most I've ever had was a speeding ticket and I have no history of mental illness. Boggles the mind. You'd tell me they put all the applications in a hat and draw one or two a day and I'd believe it.

I assume you have called to see what the delay is? I would have seeing it is over double the quoted time of 45 days according to their website. As for being in Quebec, here in Ontario I had to wait 7 weeks just to get a copy of my CFSC course report emailed to me!

Tried getting transfered over to the CFO a few times, no one ever answers. I went with the Quebec ombudsman. They're looking into it.

Just a refresher:

July 9th
Took CFSC

After reading this sticky and waiting 4 weeks decided to send in my PAL application in without course report that I had still not received.

August 1st
Sent in PAL application.

August 5th
Received in Miramichi (so starts 28 day mandatory wait period).

August 27
Received CFSC course report via email.

August 28
Faxed in course report along with letter I had received from RCMP regarding report missing.

August 29
Online update went from "processing" and "will be contacted regarding missing information" to "Completed initial processing and is in progress"

August 30 (Today)
Called in to see if I needed to be interviewed or either of my references and was told PAL was approved and just waiting out the 28 day mandatory wait period after which it will be issued and printed and that since it is non-restricted references do not need to be called.

That being said, Friday Sept 2 will be 28 days!

If I had waited til I had got my CFSC report before sending in my PAL application I would be looking at at least another month and into October before getting my Pal! Big time saver and just wanted to say thank you very much!!! Last update will be when I have PAL in hand! :)

Here's my timeline:

- CFSC and CRFSC courses

August 8, 2016
- Application showing online as "Initial processing, you have been contacted for more info"

August 16, 2016
- Received letter about missing CFSC and CRFSC proof

August 30, 2016
- Received CFSC and CRFSC from FSESO by email
- Faxed to RCMP

August 31, 2016
- Application showing online as "Completed initial processing. In progress"
- I called about doing an interview, was informed they don't do applicant interviews anymore and only call one reference if you apply for RPAL
- One reference called in
- Application now showing online as "Application has been processed and license has been issued."
- Called CFO and asked for license number

September 8, 2016
- Card received in mail

Called today two weeks later. Understaffed was the response this time. Lol Guy laughed at me missing hunting season and said it was only Sept. So I haven't been able to book time off or practice shooting. What am I going to hunt trees? The deer will die of laugher. Less than helpful.




I don't think the CFO would be so petty as to deny a PAL/ RPAL because he was annoyed, especially now that a Member of Parliament is involved. From all the stories I read about MPs getting involved with PAL licence, the application was quickly approved soon after they got involved.

I contacted my MP today so we will see what happens.

Final timeline for me in Quebec:

Sent my RPAL on 05/18
Application signed for and received on 05/20
Application showed up online on 06/08
Your application has completed initial processing on 06/09
Called Quebec Ombudsman to complain on 08/25
References called and license issued on 09/08

74 business days, 110 calendar days.

Final update!

Received my PAL in the mail today (Sept 13th). So from date application received to date PAL in hand=39 days. Actually took longer to get CFSC course report back in order to send to RCMP (7 weeks)!
 
Took the CFSC 08/25/2016, sent in the application on 08/29, application received at the CFP on 09/02, appeared online today and I called to confirm that they have all the information/documentation they need.
