They do, we have done it many timesIt would be great if the shipping companies had a recall parcel option for merchants. It would give a little leeway if a transaction was found to be fraudulent but before it was delivered.
Which courier company did you use to ship it, I may be of help
The person who owns the CC may not be aware of what happened - if it was one of those tap cards - someone could have stolen the information on the card electronically

maybe they should only allow customers to ship items to the address on file with the credit card company to prevent these frauds.
To me as a consumer, that is a horrible idea. At a minimum I am able to save $500 a year on shipping costs by shipping to an address which isn't the one on file.
When the card isn't present, it is tough without an additional authorization step. At one point I seem to remember some cards/sites required you to log in to an additional portal... verified by visa maybe?... after the card/cvv info was submitted, but I can't recall coming across one in a very long time.
