Is it illegal to have two 8 lbs containers of smokeless powder at home?

Er.... not to be "that guy" but... is it?

If that's a "storage unit" as per the act then -

(f) nothing other than small arms cartridges may be stored with the propellant powder, percussion caps or black powder cartouches;

(g) propellant powder, percussion caps, small arms cartridges and black powder cartouches must be stored separately from one another (for example, on different shelves or separated by a wooden barrier);

Having propellant and primers together on the same shelf is prohibited. Having other stuff stored with the propellant and primers is also prohibited.

If, on the other hand, that's in a detached dwelling, then those paragraphs don't apply. But... if that's in a dwelling you'd be roughly 50 kg over the limit for powder. Either way it doesn't look quite legal to me. Maybe over the 75kg limit for storage units, depending on the exact count of powder there. Looks close anyway.

lucky for me Bass Pro is 12 minutes down the road ... they have lots. I am a bit on a budget :)

If you're on a budget, save up and do a big order from Higginson. Or go in with a few guys and split an order. Buying in bulk 24 lbs at a time from Higginson brings the cost per lb down to $34 before tax and shipping.

I have looked around online quite a bit and oddly enough the Bass Pro at Niagara-On-The-Lake (NOTL) is the cheapest around for 1 lbs containers. I will need to do more searching to see what bulk powder options there are. I like the idea of buying 8 lbs containers and perhaps I can apply Yomomma's advice and "buy it cheap and stack it deep". With buying it online of course one pays for shipping which adds to the cost and you would need to purchase a large quantity for the shipping to average out.
 
This is another case of a ill thought out law that may not be followed to the letter due to the absurdity of it. There is little risk in keeping powder in two 8lb containers vs 16 little ones all stacked together. If one were to catch fire in a house fire the outcome is the same with both storage solutions.

Last time I looked (and it wasn't that long ago), buying from Higginson, if 24# or more, shipping is free but there IS a dangerous goods surcharge. If buying from Hummason, there is both a shipping fee and a dangerous goods surcharge. Used to be that Hummason was cheaper than Higginson even with the shipping charges on relatively large quantities, but according to the price list, Hummason base prices have crept up and are now a bit more than Higginson. I have never dealt with Lawry's so I have no idea what their base prices or S&H charges are.

If Higginson or Hummason is within a day trip and you have other items/shopping to do near their locales then it might be cheaper to plan for and include them as well. Otherwise, for small quantities, it is likely much cheaper to buy locally.
 
Although there has been a few negative posts on this thread (although some were positive) ... I have learned a few things ... Some things related to storing powder (legally, illegally, safely, dangerously, definitive reference to consult for storage compliance, etc.) and some things related to posting "personalities" ... and it has been mildly entertaining ... and I got to see some cool pictures and get great shopping advice ... lol

In my opinion questions are great and perhaps one of the best things on a public forum with a supportive community. But as posted by others ... questions on legal matters or interpretations of laws on a public forum like this perhaps isn't a good fit (many ways to interpret the question). And as much as I like helping people with questions and engineering solutions ... I perhaps should have kept out of this one ... although it was an interesting question ...
 
What is interesting is that, according to your location info and mentioning of NOTL, you are only about an hours drive from Brian with Hummason. At $34 a # or so if you pick it up, there is very little thought involved in the decision I would make. But that's just me.

Count me in for saving money .. Hummason is in Ancaster: (http://www.hummason.com/)? I just checked out their website ... I never knew they existed ... and they carry Hodgdon and IMR! My favourite powders! Brian Leece is the Director of Operations there.

I can definitely check them out. It is only a 50 minute drive from my home. It is practically on my way to work ... lol

Good point. Caledonia is closer too, and choice is good. I will check them out too. Buying reloading powder in 1 lbs containers at retail prices is needlessly costly ... better to be smart about it and buy in bulk from distributors.
