This is another case of a ill thought out law that may not be followed to the letter due to the absurdity of it. There is little risk in keeping powder in two 8lb containers vs 16 little ones all stacked together. If one were to catch fire in a house fire the outcome is the same with both storage solutions.
I have looked around online quite a bit and oddly enough the Bass Pro at Niagara-On-The-Lake (NOTL) is the cheapest around for 1 lbs containers. I will need to do more searching to see what bulk powder options there are. I like the idea of buying 8 lbs containers and perhaps I can apply Yomomma's advice and "buy it cheap and stack it deep". With buying it online of course one pays for shipping which adds to the cost and you would need to purchase a large quantity for the shipping to average out.
What is interesting is that, according to your location info and mentioning of NOTL, you are only about an hours drive from Brian with Hummason. At $34 a # or so if you pick it up, there is very little thought involved in the decision I would make. But that's just me.
