Everyone will point you to what they think is THE GUN. My advice is to go to a local PRS match and handle as many different guns as you can and try shooting different rifles. Any PRS shooter worth salt will let you try their firearm. I believe Lower Trent Valley Gun Club is one of the closest to you that hold Outlaw rimfire matches. I shoot at the matches quite regularly and if you let me know ur coming I will bring lots for you to try. I have several guns that vary in price from Low end of the spectrum to outrageous at $10,000 plus. Steve Barks, Tony Norman and Scott Harrison all shoot Savage bull barrels with Vortex Diamondback scopes I believe and they finished 1,2,3 and are amazing shooters with a really reasonably priced gun that regularly beat the open class. I would go with a CZ or a tikka only because I know what kind of accuracy you can get out of them, I’m sure the ruger is a good choice to, and as mentioned above likely any part for a ruger will be cheaper than the CZ or tikka. However I do think tikka or CZ will be better over all build quality (fit and finish) that’s just comparing CZ, tikka and ruger centerfires rifles over the years.

I’m going through this conundrum too. I’m looking for a new 22LR for target shooting. I’ve looked at them all (I think) and have it narrowed down to the 457 and t1x but can’t decide between the two.
There fit and finish on the CZ’s is second to none and I like the wood stocks - makes them seem kinda classy.
The Tikka has a great trigger and I like that they take most of the same accessories as the T3’s
