What is the best way to take a bone stock Mini 14 and turn it into a tack driver?
SELL IT.....
And buy the new gen target rifles. There were a few listed on the EE with many of the tweaks done at the factory. Save money and headache in the long run.
Otherwise, you will spend a small fortune rebarreling, machining, bedding, and tuning. There is quite a bit on the web which you will find with a Google. There are two maybe three companies that offer tuning services but are in the US.
None claim sub MOA while retaining orig parts.
The basic Range mini14 can get in the 1.5MOA range with some basic tuning. For MOA or consistent sub MOA, it needs major surgery.
I am reviewing my options at this time too.

I have turned a bone stock stainless Mini 14 into a tack driver, click on the details below...
Mini 14 Tack Driver
http://www.ruger-firearms.com/Firea...ding&famlst=61&variation=Mini-14® Ranch RifleWhen extreme accuracy is the goal, the New Mini-14® Target Rifle, is the only choice. With its heavy barrel, adjustable harmonic dampener and target stock, the Target Mini can be tuned to shoot one-inch groups at a hundred yards.
The heavy barrel Mini-14® Target Rifle delivers minute of angle accuracy when tuned using the adjustable harmonic dampener. The Target Rifle's new grey laminated target stock features a wide, flat forend for easy holding or resting on sandbags and a non-slip grooved rubber recoil pad with three spacers to change the length of pull by up to 1-1/2 inches. Like all Ruger Ranch Rifles, the New Target Model comes from the factory set up for scope use with patented Ruger scope bases machined directly into the receiver. A set of stainless steel Ruger scope rings is included free with each Ruger Mini-14® Target Rifle.
Hold it by the barrel in your dominant hand, and hold the tacks in your weak hand. Place the tack against the wall and drive them in by repeatedly hitting the tacks with the rifle until they reach the appropriate depth.
