And buy the new gen target rifles. There were a few listed on the EE with many of the tweaks done at the factory. Save money and headache in the long run.

Otherwise, you will spend a small fortune rebarreling, machining, bedding, and tuning. There is quite a bit on the web which you will find with a Google. There are two maybe three companies that offer tuning services but are in the US.

None claim sub MOA while retaining orig parts.

The basic Range mini14 can get in the 1.5MOA range with some basic tuning. For MOA or consistent sub MOA, it needs major surgery.

I am reviewing my options at this time too.

A complete rebuild. Using only the action.
"...can get in the 1.5MOA range with some basic tuning..." It takes more than basic tuning to turn a 4 MOA rifle into a 1.5 MOA rifle. In any case, for the money demanded for a new one, it should drive tacks out of the box.
 
Don't waste your time trying to turn a Honda civic into a F1 race car. Mini 14 is great for plink'n but as far as being a precision rig, well thats entirely something else. Be safe, Have fun. :)

Hold it by the barrel in your dominant hand, and hold the tacks in your weak hand. Place the tack against the wall and drive them in by repeatedly hitting the tacks with the rifle until they reach the appropriate depth.
 
The newest ones are supposedly MOA. I'll stick with a bolt.
