No. It's just another option to a Match Director.

The Global Village is a good place to get a smell of what's coming down the pipe to be presented, but not a good indicator of what the RDs (GA) will vote in favor of.
All these motions from the Oct 18 GA were forwarded to your SC for thier comment over a month ago. If you surf the global village - you've seen the suggestion of the for months. There are no secrets.
So... why bother using smaller targets?
In a typical 8 Bay indoor range, there is approx 24 feet across. If you went shoulder to shoulder across that range with the "ipsc" target, you can fit in 16 targets without overlaps. With the new target, you can fit 24 targets across the range. More options for indoor stage design.
(And I'll put in my personal comment here that Overlapping Targets SUCK!)
They just offer a smaller target at the same distance!
I mean to really simulate longer distances you'd have to figure out a way to factor in trajectory differences, bullet drop... wind... etc.

Hitting a 4" target at 15 yards does not mean you can hits an 8" target at 30.
I can. I practice indoors on small targets all the time and it definitely helps my ability to shoot long range targets.
I think I have the trophies to back that claim up...
