What about the export laws from the USA. I thought you need their approval to take it out of the country, and non-USA citizens are prohibited from purchasing it down there?

Ammunition
Both Canadians and non-residents may import sporting and competitive ammunition for their personal use, but if they want to import hollow-point ammunition labelled for use in handguns, they need written authorization from Natural Resources Canada.

Canadian residents do not need a permit from Natural Resources Canada to import:
small arms sporting ammunition up to a maximum of 5,000 rounds;
percussion primers, up to a quantity of 5,000;
empty primed cartridge cases, up to a quantity of 5,000; and
propellants (smokeless and black powder), up to a maximum of 8 kilograms, (17.66 pounds).

Within these limits, non-residents can import 200 rounds duty free for hunting purposes, or up to 1,500 rounds duty free for use at a recognized
competition.

Regulations for Purchasing Firearms and Ammunition in the U.S.
The regulations generally make it unlawful for non-residents (non-immigrant aliens) to possess and receive firearms and ammunition in the U.S.

Exceptions for purchasing firearms and ammunition include the following:
Non-residents who have the firearm directly exported to Canada by a U.S. licensed firearms dealer;
Non-residents who have:
a) a valid U.S. State-issued hunting licence or permit or an invitation to a U.S. competitive sports-shooting event,

b) proof of residency in the U.S. for at least 90 days, and

c) an alien or admission number issued by the U.S. Immigration and Naturalization Service (INS);

Law enforcement officers in the U.S. on official business.

If you desire, you can purchase a NY State hunting licence on the spot for $60, nobody was asking.
On a side note... If you want to purchase a firearm, Buffalo Gun Center will take care of all the international paperwork for you for $100. You just meet them at the border once the paperwork is done (a few weeks) and it's yours.

So the bottom line is, you can purchase it no problem, you can import it into Canada no problem. In between there is ITAR. From what I found, and I'm not an expert, but it seems there is an ITAR exemption 123.17E 22 CFR 123.17stating: (e) Not more than 1,000 cartridges of ammunition for non-automatic firearms for personal use.

So it appears it's all on the up and up. If anyone has any evidence to the contrary, kindly post.
 
It's not importing into Canada you have to worry about - it's exporting the ammo from the US that's the problem. Don't do it without the right paperwork. Big trouble if you get caught.
 
Why? I didn't break any laws. I was within the 1000 round export ITAR limit, I purchased the ammo legally, and I was within the 5000 round Canadian import limit. Please explain.

Actually, you broke several laws. You are law abiding on the CANADIAN laws, but you pretty much scratched the US laws. Their has to be an exporter and an importer. In order to export the ammo, the exporter will have to get a export permit, which you have to be a US citizen. Also, in importer must have a IIC (International Import Certificate).

So, if you were searched at the US border, you would be sitting in a US jail cell waiting trial for smuggling.

At least form what I found out. But If I am wrong, someone will correct me.

This exemption only applies to US persons (citizens or residents), not to NIA's (Canadians). Bottom line, if you're not a US citizen or resident, you got lucky. If you had been "caught" you wouldn't be heading back to the States anytime soon... and quite likely find it very difficult to get on a US air carrier...

As far as your suggestion that Buffalo Gun centre will sell NIA's firearms... if that's the case they are breaking the law as well. Below, and taken from the very page on which you found the exemptions you list... you missed:

Ordered from Viking last week - they took my $ via (FRAUD ALERT) and the only response from them since has been "please allow 4-6 weeks for delivery" I live 2 hours away!!! Perhaps they do not keep inventory onsite - I'd ask them if they'd respond to my call and emails . . . I'll keep you updated

Don't let (FRAUD ALERT) catch you on this... (FRAUD ALERT) is totally anti-gun.... and you and the seller will probally end up getting banned... speaking from expereince.

I dont know how exactly you paid but most forms of (FRAUD ALERT) for this item will result in being baned.
