in 1906, Ross did experiment with the '06 case when he was looking to reach the 3000 fps, but he couldn't get it with the powders of the time - he also hated the Cordite and liked the newly introduced "powders". The .280 Ross used a "special" powder expressely made for it (actually, for slower and faster powders, it was always the same powder but coarser or finer).
This version of the Ross was known either by .28 Ross, .28 Pope and .28 Roosevelt, later being known as .28-1906. He got 2700 fps from a 146 grainer bullet, while Eley Bros were expecting 2900 fps.
