Issues With BC Chief Firearms Officer

I'm pretty happy with the BC CFO. Had a heck of a time getting them on the phone... so I actually left a message and they returned my call pretty quick. The day after the call it was in the mail.

I had to ask some questions once and although it was hard to get them on the phone... just called the number randomly all day... the guy was super helpful and polite.

What's the phone number you called?

dial the 1800 number, then enter 9512 for the 4 digit code. You will sometimes get a voice, others it is just a message machine. Leave a detailed message, and a number to call you back at.
Tell them what you want, dont ask for it. ;)

eg: i want an ATT for such and such, or i want to know the status of such and such.

How many business days was your wait?

Is it just me or does is seem like corruption when the CFO speeds up the applications of those who complain to MPs?

I'm not accusing Longshot84 of corruption. I think we should all be contacting our MPs about these crazy delays. It just seems like the CFO is trying to sweep this under the rug by appeasing only the few people who can force her to do something about the problem.

I had a conversation on the phone with Ms. Terry Hamilton, BC CFO, today, about 20 minutes or so. I do a BLOG on firearms - shooting/hunting in BC related. I'm not in her camp, persé, but she certainly has some serious issues, particularly short staff plaguing her office. I believe her concerns are real to her and her office.

Right now I am in contact with the Minister of Public Safety office and did receive a letter from Pierre Perron, Assistant Commissioner, Director General, Canadian Firearms Program, Policing Support Services concerning the issue of the problem with the BC CFO office withholding names of CFSC examiners - except 3 upon request for an examiner. My position on this issue is that it is interfering with business as CFSC examiners are private businesses.

What these contacts are telling me is there is a light at the end of the tunnel - I hope. I, like all of you no doubt, have had completely enough of the Jean Cretien Liberal attempt, a $2billion and counting boondoggle, and I'm going to get vocal about it. I guarantee that the Federal government is paying attention to these issues but they do need input from us, the firearms community.

Please send these people your message. The antis are vocal and have been so for decades. Let's take a page from their book.

Ken

If it takes six months to fix a staffing problem, then there is something seriously wrong. I believe that we deserve a public statement from Ms. Hamilton giving a full explanation of the problems as well as her plan (with timeline) for fixing it. If it is impossible to fix (and the only reason it could be is if she is not given the required budget) then she needs to state that publicly.

In some circumstances delays are understandable. However, the lack of transparency is not.

I am working on a letter to make a more formal demand for information on this topic. If anyone is interested in helping, please PM me.

I couldn't agree with you more. I do not believe the staffing problem is the problem or at least as far as the issuing and re-issuing PALs and ATTs . I believe the problem is that the RCMP/BC CFO office is trying to be too many things and doing nothing well. For instance they deal with business licensing as well as a number of other things aside from issuing PALs and ATTs. They are trying to control gun shows, gun clubs, and a host of other situations. They have succeeded in mixing municipal, provincial and federal law and are doing nothing well. A waste of tax dollars???

Something is broken and it needs to be fixed. I have a hard time believing the CFOs across Canada operate independently of Ottawa, it seems. A good example is Quebec and their recent Provincial High Court ruling that the gun registry is theirs and ordered the Feds to cease destroying the data. The Criminal Code and Firearms Act are Federal jurisdiction - not provincial!!

Perhaps this might just be what is wrong with this country in that each province wants to be an empire and the law (Criminal Code) is not the same from coast to coast to coast.

How did the Firearms Act become so disjointed?? It seems each CFO is an arrogant Empire builder. The RCMP should have absolutely nothing to do with policy making in any situation, especially firearms, as they are "enforcement" not judge jury and executioner in the case of firearms law. I was told that BC, Alberta, Sask and Man are RCPM thus Federal and Ont and Que are Provincial administration. What is required here is a simplification of the law concerning firearms and the CFOs and their offices being disbanded. A simple situation would be for a Canadian Firearms Program to be run as a stand alone department without RCMP/Police involvement.

And at one time it was exactly that:

CFP Eval Report said:
On April 14, 2003, the Canadian Firearms Program was set up as an independent department within the portfolio of departments and agencies reporting to the Minister of Public Safety and Emergency Preparedness Canada (PSEPC).

It soon became evident that the newly formed department was staffed almost entirely by entrenched liberal bureaucrats. They were as much, if not more, anti gun than the current CFP bureaucracy which was turned over to the RCMP in May 2006.

What's the answer? God only knows.

I recently completed two ATT transfers. The first one took a week, the second one took three weeks.

Someone told me that out of 14 staff only three are currently working.

I don't know why an ATT should take so long, just check that there are no recent crimes/alerts on the system and send the paperwork.

If ICBC took three weeks to process a vehicle transfer people would be up in arms but we are just supposed to accept it. I'm tired of being treated like a second class citizen because I am a legal firearms owner trying to work within the system.
