They are non restricted with a regular butt stock, same as the Grizzley 8.5".
He told me, as a verifier the measurement is taken from the muzzle. It doesn't matter what you add after that.
I believe this rule is taken from when the M1 carbines were used as the measurement for 18" restricted. For a time, it was acceptable to weld on a tip to make them non restricted. This didn't sit with the banners agenda, so it became a contiguous rifling criteria. In other words, you couldn't just weld on a tube, it had to be rifled.
