Legal, yes. But so uncommon it's not really worth talking about. It's also restricted, as I recall.
I wonder though... if you put a fixed full buttstock on a Stakeout, can you de-register it?
If memory is correct - once you register a shotgun receiver as restricted - it remains restricted forever - you can change anything you want on it but a full size shotgun with 28" barrel on a restricted receiver remains restricted.
It doesn't have to make sense......

you will be legal to build a gun using a factory short barrel as there are an endless amount of guns out there with these short barrels and it is entirely legal . do not put a pistol grip on it or get below the twenty six inch length . you will have created a restricted firearm and unless you register it and have the proper restricted license you could find yourself in trouble. i have a dlask short barrel on a wingmaster receiver and it is a favourite with me . if you use the 8.5 barrel you will need to do some machining to shorten the tube and forearm rails . in my opinion it is a lot easier to go with a minimum 12.5 barrel or longer .I am super curious of the real "law" surrounding this issue.
