I have far more hunting experience than bench shooting, just getting into bench shooting and reloading on a low budget, I was shooting Tikka T3 308 before this gun and groups were around 1 moa, didn't get the flyers I do with this gun and it had more recoil.So actually with a standard COAL its way over pressure and with you're COAL it's just over pressure. This is just what GRT says and likely every book or program they aren't always perfect. Have you looked at any other manuals? I have noticed before that manuals differ and can sometimes differ by a larger amount than expected with the same combinations.
I have seen some great groups shot off bipods but you have to ensure its loaded correctly (Leaned into the right amount.)
A chronograph is an extremely helpful tool in the reloading world. I can't recommend them enough no matter what type so long as its repeatable you're set.
Can I ask what you're shooting experience is and with what other rifles/cartridges? Also a muzzle brake can be extremely helpful in managing recoil so long as its a good design. Some brakes are absolute garbage and others are great but like all things you get what you pay for.

And yet another Vortex failure!.....I might have found a problem, I was disregarding it up till now but at times after I shoot scope goes blurry and I have to adjust my parellex to focus again, contacted vortex and they told me to send scope in for warranty, hopefully that is part of my issue?
Got another scope you can put on there? It’s ok with a 178 Certainly not the Problem - !I'm not overly familiar with 748 in 308W but isn't it a bit fast for a 178gr bullet?

It's possible your rifle doesn't like that bullet.
You could waste a lot of supplies trying to get good groups with a bullet your gun doesn't like.
If factory precision hunter doesn't give you decent groups move on.
Buy a box of Federal gold medal match ammo, then you'll know if it's you or the gun.
Lose the bipod and buy some sandbags for more stability.
Once you find a bullet your gun likes then you can try to find a load
Buy 50-100 pieces of decent brass. I got about 10 reloads out of my Peterson brass before the primer pockets started getting sloppy.
And ya Varget and .308 go together like cookies and milk!
