Sad it turn like that, it WAS NOT my intention, and if you read correctly, i have NEVER SAY that ALL THE DEALER are not good, again, WE NEED THOSES DEALER, a lot of our supporting dealer are EXCELLENT, Mark from Questar is a gentleman, he e-mailed me some great info about importing after is post here... Also, this is a FRIENDLY forum, nobody push us to be here so PLEASE we have to respect each other...
I have been quiet for some day's, i have done a LOT of phone call, so, here are the result for my research... stay tuned, there is a good one at the end...
Ok, i have checked few thing that Mark tell me, shure, the restricted receiver was supposed to be registred BEFORE i got it, like you CAN'T sell a restricted firearm BEFORE you receive the permit to transport it, i was lucky i have to admit it, The law are also well written about importing parts, it seem that the ones that SHOULD apply the law, don't know where to read... the fun began
1) i have called the custom(number in the middel of the page) http://cbsa-asfc.gc.ca/publications/pub/bsf5044-eng.html#P006, remember, my box WITH the surgeon action WAS OPENED, So i ask them if it is ligit to import a ACTION for a bolt rifle, the man say YES, if you have the paper from the foreign affair, and that the US gouv. have approved it, it will go thrue, i then ask him if i'am allowed to receive it with USPO, he reply that he don't know BUT if uspo handle it and all the paper are included, it will go true BUT taxes will be charged on the amount of the gods INSIDE of the box

2) i have called USPO http://faq.usps.com/eCustomer/iq/usps/request.do?create=kb:USPSFAQ&view()=c[c_callus] I have asked a lady if i'am allowed to have a action for a bolt action rifle shipped to canada from USPO, she put me on hold for few second and say that i need all the VALID papers from the US exporter and that the custom will validate if it can cross the border.

3) i have called Canada Post http://www.canadapost.ca/AboutUs/Corporate/ContactUs.aspx?Lang=en&Style=0, i have asked that if i have a action from a bolt action rifle comming from the USPO if it will be delivred to my door, the answer was sweet : IF THE BORDER LET IT GO TRUE, THERE IS NO REASON WE STOP IT !!! wow, 3 strike let's try a other one...

4) CFC, we all know the number, i have explained the the 3 first call to the lady that anwser my call, i asked the lady what i should do, she put me on hold, she reply, if the receiver is registrated, no probs, i told her, i'am a verifier, i don't have access to the serial number NOW but i'll register it as soon as i have the part, she put me on hold, she reply, no probs, there is a amnesty for that, i follow her on the web site http://www.cfc-cafc.gc.ca/reg_enreg_e.asp An amnesty protects some owners of non-restricted firearms while they acquire licences and registration certificates she also told me that i can have all the onfo about that here http://canadagazette.gc.ca/partI/2008/20080301/html/regle2-e.html

5) I have called a lawyer, i friend and customer where i work, i explained him the law, the situation AND my phone call, and what is my chance to be in the hot bat for what i have done, he was laughing, 1st, you have NO POWER on the compagny that send you the gods, SHURE you knew what was inside but THEY should know how to legaly ship it, i have sent ALL the papers, i have received the GOOD papers from the US Gouv and i CAN'T decide HOW it will be shipped, he also reply that if it was prohebited to ship it this way (he don't know ANY FIREARM law he admit) if what is was written on the paper was REALLY the content of the box, if USPO took it like that, custom opened it and clear it, and Canada post deliver it, 4 people BEFORE me was AGAINST the law, The exporter, USPO, custom, and canada post, there is not big chances that this case will go far AGAINS me, he just finish by : keep in mind that if the judge is not 100% SURE that you are guilty, you are NOT guilty, there is must be NO DOUBT.
Here is the good one, NOW since i have done all this, if you shop around, you can find a surgeon action in canada for about 1600$ plus taxes FROM A DEALER, humm, that is about 125$ more than me BUT keep in mind that even if this dealer import the part's under is name, he can claim back his taxes, about 175.00$ so all togetter, he is doing a HONEST profit of 300$ on the action but, remember, i was ready to pay 1800$, HONESTLY how he import thoses action, does the buyer will care, i'am sure no... anybody will s**t on him ?? why me then ??
You can throw rock at me, but, read all my 300+ post, i have NEVER say NOTHING about a price, i'am always friendly WITH ANYBODY, i have a good trader rating, ask ALL the seller if i have ever dealed a price, NEVER, money was always there within HOURS, we have excellent dealer here that we must support, Questar, Robertson, Wolverine, ATRS, THE SHOOTING EDGE, MARSTAR just to name few.
The bottom line here, i think that OUR GOOD and HONEST dealer have learned the law the HARD WAY, but even the ones that apply the law, don't know it
