Both 7.62x39 and 7.62x54R, especially the later one, are still in active military service all over the world and are being produced for military purposes as we speak. That means that every 20-50 years military will replenish old stock with the new one and therefore make surplus available for sale just like these days. The rise in cost will follow due to inflation and other factors but certainly not due to surplus drying out. I hope.
Changing world politics plays a part in availability too. The governments of some countries would rather pay to incinerate surplus ammo than let it be sold to the civilian market. Former combloc nations aren't so cash strapped and willing to sell excess anymore.
