.40S&W is 10mm. its based on the 10mm auto cartridge. The FBI were going to use it when they transitioned from revolvers, but new recruits and smaller operators were not used to the recoil from 10mm after using .38Sp revolvers, so they chopped it off and made .40S&W.
if you don't think 9mm is significantly smaller than .40Smith, then do two things. First realize that .40 and .45 are only 0.05 of an inch different. Then go put a 9mm empty case inside a .40S&W one.
