Best quality and accurate bolt?

I'm thinking for that amount of money you could get a rifle built to whatever you would like.
 
I don't want to be a jerk, but I think you missed the point of the Original Poster.

The Model 70's are fine rifles, but not the best quality and most accurate available under $3500.

I’d argue that all day. You can spend a bunch more money for similar results.
 
Tikka. With the extra $2500, you could scope it and have enough ammo to last you a lifetime. And it'll probably out shoot 99% of most higher end rifles or custom builds for that matter.
 
At $3500 I would get a defiance tenacity action have it barrelled by IBI and pick the stock/trigger/bottom metal of your choice. Be somewhere around $3500ish with some planning out of parts. Be better quality and more accurate than most anything factory built under $3500.

I have had Nosler, Christensen, fierce and hs rifles. Out of the group the hs were the best put together and accurate but the stocks have strange patterns in the hunting rifles. Nosler action is so-so but mine is very accurate but would be closer to 4K. The fierce is ok, but the finishing quality is not spectacular. Accurate and function well yes, but metal work not flush with the stock or other small things on every one I have fondled. Christensen is not really a great option lately, seems to be going through a rough patch accuracy wise, and their action is no smoother or straight than a factory rem 700.

An older Remington Model 700. Save your money.

I find it difficult to believe that they will shoot with my PGW Coyote or my H-S Precision rifles, which are consistently at .5 moa and very often better.

We are talking "out of the box".

Get them off the bench and into a hunting situation and you may be very surprised.
It is a fact that you do not need a 1/2 MIA rifle to kill a deer at 400 yards for example and that is a far cray from the average distance that the majority of animals are killed.
It has more to do with a rifle and sighting system that a shooter is capable of handling at hunting distances than pure accuracy .
If pure accuracy was foremost , there would not be very many pump , lever or semi actions around and they ate all very capable killing machines .:cool:

In that case I would start with a Remington 700 , Winchester 70 , or Howa action and go from there.
I know several gunsmiths that can put together a super accurate hunting for under $3,500.
You end up with a bolt action that will drive tacks if that is what a person requires.

Anyone suggesting tikkas or Remingtons will do the same job, haven’t built a custom rifle before. A custom rifle is built for more than just accuracy. I won’t be able to explain it if you don’t get it. Some people like nice, custom stuff and don’t see it as a waste of money if they could’ve bought a savage axis that will shoot a half minute for 1/8 the price.
It’s a level of luxury that you just don’t get from a factory gun. With the extra cost comes an excitement when you shoot it that you can’t put a price on.
I’ve got $10k into my rifle and scope and it only shoots 3/4” to 1” groups at 200 yards. Do you think I wasted my money? I guess the answer would be yes if group size was the only factor. I still feel like I’ve got my money’s worth every time I open the safe! When I ring the gong 10 out of 10 at 1500 yards, I’m not thinking of the money I could’ve saved.

Many factory rifles shoot under moa, and killing at game at 1500 yards wasn’t a prerequisite.
