Interesting that no one listed some of the fine European firearms that are high quality and accurate, such as Sako, Sauer, Steyr (well, maybe someone did mention Steyr), Merkel, or others...there are some very fine rifles made by these companies too.
I have very limited experience with some of these, so I cannot say for certain, but I do know that I have been very happy with several Sako's that I have owned over the years, and my wife loves her Steyr. And I have heard some very good reports regarding Sauer rifles; I just haven't had the pleasure of trying one myself, yet. These are well made and all shoot better than MOA; even 1/2 MOA or better with preferred loads and factory ammunition.
(And yes, I also own some factory rifles (Remington, Ruger and Browning) and custom rifles that will shoot MOA or better with preferred loads and factory ammunition.)
As with all firearms, quality and accuracy are subjective to the individual as to what is "best", and for what purpose...such as hunting, target, or long range.
