Well, you could attempt to build a 100% correct clone that you'd have to reverse engineer and manufacture 100% of the parts for but I'm not sure how many you'd sell at $5000 a piece.

It makes it no different than the NEA102 or ATR Modern Varmint. So fingers cross. What it comes down to is you can slap a upper on it from a firearm that has already been classified as restricted. Plus there is already a FTR entry for a original semi-auto AR-10 factory rifle that is non-restricted.
