Here's a curveball. Could you use this safely with say round lead balls in a muzzle loader?
I bought some black premium airsoft BB's at Crappy tire, I was searching for Crossman black BB's as that was suggested to be the best. I could not find any crossman brand but these looked similar. I can get you the exact brand if you like, but they are current out back in the casting shed.

you could try making a small fluid bed. It is what the lead jig guys use. They seem to get a very even coat
Has anyone tried two part epoxy paint?
Just wondering if the OP tried cleaning the bullet in lacquer thinner first prior to powder coating it? That might help with the a better coverage with a single coat....
