I would do different is not make the seats to sit on. Make the bench without the seats and keep the seat seperate from the table.

Yes, independent seating is a must, if you really want a solid platform for the rifle!

I wonder if there would be any wobble if the legs were shortened and placed on a concrete pad due to the fact that this bench was designed to be buried and has no lower cross braces?

I built these a little while ago. Made the tops out of 1/4 inch plate. It all comes apart for easy transport. I was told to make the seat separate, less chance of the whole thing moving from a twichy leg! I would also make them shorter next time, 36" is to high. 32" - 34" would be better.
