If you had to start from scratch...

I get it ..... Use the right gun for the task and location. Here in the east we don't see those distances a lot.

I'm trolling a bit. I like the 30-06 better myself. :)
To be fair (though I'm in BC) the original question was "basic Alberta-ready hunting package".
 
For this situation I'd suggest getting most - if not all the guns in good used condition. And it's going to cost some coin to get good stuff but if he changes his mind he won't loose out on too much money. And if he shoot right handed the selection is better. A used 30-06 in a Winchester M-70 can be obtained for a reasonable amount maybe around $700 to $900 or so. But of course there are other brands too. For a scope I'd say buy a new Burris and a decent one can be obtain for $350 to $500. Shotgun I'd recommend a Browning BPS - used in 12 or 20 gauge; and a slug barrel can be had for it too. And a 22 I'd suggest a CZ, they are good quality rifles at an obtainable price point. And can be scoped or use open sights. Also there will be a need for gun cases, knives, axes, boots, hunting clothing, ammo etc etc. They may be no real inexpensive way to do it - but good gear (when looked after) lasts a long time.
 
What advantage does the 06 offer over the 308? I like them both.
The 30-06 handles heavy for caliber bullets better than the 308, yet has very good manners as compared to the larger 30 caliber magnums. Most people can't shoot the big thirties worth a damn, because they kick them all over the bench. To me, a 180gr Partition is perfection in the 30-06, but too much bullet for the 308. In a lot of situations, like you and I have on the east coast, there is no real practical difference or reason to choose the 06 over its short action descendant. But out west where you might want to slip a bullet behind the shoulder of an elk or moose at 250 yards, the extra horsepower and bullet weight will help significantly, especially in the event of a slight miss forward into the shoulder where things get thick and boney.

And you're not trolling a bit, you've got the downrigger down and a big dodger out!
 
It I was starting over I’d be looking at quality used. Trouble with that plan is it helps if you know what you’re doing, and it helps even more if you can afford to be wrong once in awhile.
I’ve helped kids, and less experienced friends out at times by selling out of my own collection. They prefer it that way, because they know that if something was a POS or unsuitable for their purpose I wouldn’t sell it to them. The friends and family pricing is a bonus.

You must know some e like that? Maybe you’re that guy?
 
If I had to start from scratch I’d buy a ss tikka 30-06 topped with a viper 3-9x40, a ruger 10/22 w/ scope, a Mossberg 500 combo with the rifled slug barrel. Hit marketplace and grab a $500 safe. I can’t be bothered to go attaching links and doing the math but I am guesstimating that this could probably be done for $3500 or even less if you get most of the things used.

And then never ever register on these forums, don’t go looking thru all the scopes at the gun store, and don’t say yes when your buddy/guy at the range asks you to shoot his fancier set up. All of these things will cost you more money.

I frequently am that guy...until I open my safe. Then I'm not really so keen to let anything go!

Totally agree, stay away from here. I have a friend actually many friends up here that have only one rifle usually a 30-06, they usually don’t know what it is exactly, they don’t know what ammo they shoot, they don’t have a clue what scope they have and yet they shoot moose and caribou every year hahaha, and I’m here with a safe full of rifles develop loads for them with different bullets for different situations and have open sight as a back up and nice solid scopes and I can tell you everything you wanna know about all thrift I use and yet I can only get a moose and a couple caribou a year hahaha!
I don’t own a proper hunting shot gun lol, an old Mossberg 500A with an 18.5” barrel and an old single shot 16g a friend gave me.
All that to say if you buy used you don’t have to spend lots of money, husqvarna 30-06 at around $400, a cooey 22 single shot at less than $200, an old pump action for less than $500. A couple scopes, actually maybe you don’t need a scope on the 22, so one descent scope for less than $400 and there you have it $1500 maybe up to $1800 and you have good quality firearms that will out last you.
