For all intents and purposes USPSA is the governing body for IPSC in the US (IPSC US was the original name of the USPSA) as such folks who reside in the US and are USPSA members are able to shoot IPSC matches. Since they're the founding region they're afforded some leeway in having their own rulebook. IPSC has no issues with USPSA members shooting in Canada as long as the competitor resides in the US. In fact a group of shooters from Michigan is present at the Ontario Provincials most years.
after an email from mr hansen that i forwarded to the uspsa and to the nra, he stated that no uspsa member was able to shoot at any of his ipsc matches. fine i pass the 183 days in canada but i travel back once a week. regardless i will post on american forums and let them know americans arent welcomed in canada and we should definately close the doors on canadians.
