That seems about right. When my Effect (not a fullstock) was sold new I think it was about $1400CAN? I was ready to buy, but was already purchasing the OU Brno double rifle in 9.3x74rimmed from the same ad and couldn't justify both rifles. While I hemmed and hawed, The Kurgan swooped in and snatched up the Effect, which eventually found its way into my hot little hands a couple years later.
If I were to come across the rifle described (but not pictured!?!?!) in the OP I'd likely offer $2000 for it. I think that $3K is high.
Edited to add: I just noticed that the price in that U.S. ad includes a scope mount as well. Very nice. But if you snoop around that site a bit they also offer a half-stock Effect for $990...91 bucks more than the price of the fullstock. Seems weird.

But for me, the real fly on the s**t-pile of this gun is that method of hitting the release, letting the entire barrel unit flop down, rushing to reload and then slapping it shut again. That looks...inelegant? It reminds me of watching some yahoo on TV snapping a revolver cylinder open to the side with a flip of the wrist, loading it and then contemptuously reversing the motion to snap it shut.
but I do agree with the wood on the side of the action( I think it is an option ) as for the action flapping open, I would still hold the forearm somewhat as it open… but that is just me.
