So to be the tiniest bit pedantic, the USA is actually restricting export of things but...
I wouldn't' see a problem here. This receiver is not a military rifle part, it is not even an M-14 part. It is a semi-automatic receiver for a readily available commercial rifle. You should have no problems with ordering and receiving one of these. Contact the dealer listed above.
That being said, there have been some problems with the LRB receivers that have been discussed on the main US M-14 board. The receivers are being manufactured such that many (or some?) of them require machining to achieve proper headspace. If you get one of those receivers and do the machining yourself, LRB will not honor the warranty. They require that you send it back to them to have the barrel installed and the machine work done in order to keep your warranty. Gus Fisher no longer works on LRB receivers because of this problem. Great company, beautiful parts, but this one is a bit odd.
