I don't think that matters, because it isn't mentioned in the CC definitions:What if the overall length was always less than 660mm?
https://www.canlii.org/en/ca/laws/stat/rsc-1985-c-c-46/latest/restricted firearm means
- (a) a handgun that is not a prohibited firearm,
- (b) a firearm that
- (i) is not a prohibited firearm,
- (ii) has a barrel less than 470 mm in length, and
- (iii) is capable of discharging centre-fire ammunition in a semi-automatic manner,
- (c) a firearm that is designed or adapted to be fired when reduced to a length of less than 660 mm by folding, telescoping or otherwise, or
- (d) a firearm of any other kind that is prescribed to be a restricted firearm; (arme à feu à autorisation restreinte)
The definitions are at the beginning of Part III - Firearms and other Weapons.
The reason the RH is NR is because it doesn't fit the definition of restricted posted above. If you add a folding stock it then fits the definition of a restricted firearm as described in (c).
You are correct, none of it makes sense. Most likely because it was poorly written by people that don't understand what they are regulating.
