What if the overall length was always less than 660mm?
I don't think that matters, because it isn't mentioned in the CC definitions:

restricted firearm means

  • (a) a handgun that is not a prohibited firearm,
  • (b) a firearm that
    • (i) is not a prohibited firearm,
    • (ii) has a barrel less than 470 mm in length, and
    • (iii) is capable of discharging centre-fire ammunition in a semi-automatic manner,
  • (c) a firearm that is designed or adapted to be fired when reduced to a length of less than 660 mm by folding, telescoping or otherwise, or
  • (d) a firearm of any other kind that is prescribed to be a restricted firearm; (arme à feu à autorisation restreinte)

The definitions are at the beginning of Part III - Firearms and other Weapons.

The reason the RH is NR is because it doesn't fit the definition of restricted posted above. If you add a folding stock it then fits the definition of a restricted firearm as described in (c).

You are correct, none of it makes sense. Most likely because it was poorly written by people that don't understand what they are regulating.

Thank you for that. Guess a folding stock is out. My build is going to look a lot like the OP's in that case.
