I don't understand why you don't understand. It is so frakin' simple as to make popcorn look complicated.
The Canadian Criminal Code says the FAL is prohibited, period. It doesn't matter if it is full auto, semi auto or falling block single shot, the entire system is prohibited. YOU CAN'T HAVE ONE.
The M14 is not on that list (because it didn't come standard with a pistol grip, which was their biggest criteria for determining an "assault rifle"). Therefore, you can have a M14.
The fact that you CAN have an M14 does not supercede additional laws that say you cannot own a full auto or a converted auto.

Back when the FAL went on the prohib list it did not have a civi counterpart like the M14 did in the M1A. FAL went prohib. Real M14 went prohib (they are both prohib pistol grip or not). M1A stayed. It was only a few years ago that DSA came out with a civi version of the FAL and now that such a thing exists there should be an amendment made to the CCC regarding the DSA SA58 semi. But I also realize the govt does not give a crap and we will never get this new semi examined and properly classified and the FAL design will remain banned for all eternity. Lame!!!
You are correct that the real M14 is not on that list, however:

The Criminal Code states that a prohibited firearm is:
a handgun with a barrel length of 105 mm (4.1 inches) or less;
a handgun designed or adapted to discharge 25 or 32 calibre ammunition;
a rifle or shotgun that has been altered to make it less than 660 mm (26 inches) in overall length;
a rifle or shotgun that has been altered to make the barrel length less than 457 mm (18 inches) where the overall firearm length is 660 mm (26 inches) or more;
an automatic firearm and a
converted automatic firearm;
any firearm prescribed as prohibited.
They could not ban the M14 design because of the M1A, the FAL had no such luck, pistol grips as criteria? The BM59 is on that same list along with the FAL. I think we can all agree that the legislation in question is out to lunch!!
There is no good reason why we cant have a civi semi FAL based rifle!!!!
